Local Norfolk NAACP President Elected State’s Vice President
NORFOLK
Joe Dillard, the current President of the Norfolk NAACP, was elected the Vice President of the Virginia Conference of the NAACP during the organization’s recent state convention in Richmond.
Also, Linda Thomas of Bowling Green, who was the State Conference’s State Director of Administration in 2007, was elected President of the State Conference replacing Carmen Taylor.
Dillard was on a slate of candidates for the 18 state conference officers headed by Taylor, who lost her bid for re-election.

Also reelected to office was John Hines as the Area II President which covers the state chapters in South Hampton Roads. Gaylene Kanoyton was elected Area I President which encompasses the peninsula.
Dillard said that his new job will make him a member of the Executive Board of the Steering Committee. He will be a liaison to the state chapters and work in Richmond to lobby for the state NAACP on various issues.
Dillard has been President of the Norfolk Chapter of the NAACP since 2012.
“The State Conference of the NAACP is in a state of transition,” said Dillard. “We have a lot of issues to address in the coming months. But the local chapters will know that they have someone to connect with at the State level. I will do my best to make that happen.”
